Low FPS with AMD 7770

I am getting very low FPS with the HIS AMD 7770. On minecraft running on 1600x900 I get around 20fps in single/multi player. I had another computer that has a 550ti and it is getting over 100fps.

Issues-
I received a "wrong GPU configuration" error when installing the drivers that came with the motherboard for my PC, it was installing Lucid when that error came up.
Another issue is that when installing the 24pin cable, the cable did not click or plug in all the way into the motherboard, could this be causing this issue?

Specs-
Pentium G850
ASRock H77 pro4-MVP
HIS AMD 7770 (PCI 3 and inserted in PCi 3 slot)
Corsair CX500

install the latest AMD drivers, uninstall Lucid.

Could the 24pin cable not clicking into the motherboard cause any problems or does it have nothing to do with this? It's basically all the way in except it won't click into the mobo.

try pulling on the cables, see how well connected they are

Is it DX9 game? I have low FPS issue on all DX9 engine based games, all is good when DX11 game is running.
