Can you install WinXP SP 1 on a new build w/ PCIe Express card?

Ok so I tried to install WinXP SP 1 because I couldn't find Win7. I get to the install bit after formatting my new hard drive and it gives me the BSOD w/ the IRQL_NOT_LESS_THAN_EQUAL error at the point where it is "Installing Devices..." this happens at this part of the install every time. Is there an issue with WinXP SP1 and PCIe Cards? I believe I have read somewhere that there is but I would like to know why and whether or not I'm going to have to either find my Win7 or buy a new one.

My computer specs are as follows:

CPU: AMD FX-6300 3.5GHz 6-Core Processor
Motherboard: ASRock 970 Extreme3 ATX AM3+ Motherboard
Memory: Kingston HyperX 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Western Digital Caviar Blue 500GB 3.5" 7200RPM Internal Hard Drive
Video Card: XFX Radeon HD 7850 2GB Video Card
Case: Cooler Master Elite 330 Upgraded ATX Mid Tower Case
Power Supply: Cooler Master Silent Pro M 600W 80 PLUS Certified ATX12V PSU
Optical Drive: Lite-On iHAS124-04 DVD/CD Writer

Do I need to buy a new OS? Or could there be something else? I am going to run memtest86.

Yes i think i might be... i am currently trying to slipstream my SP 1 disc into SP2 and see if that works. should i not be using sata?

there is no issue with my memory. ran memtest for a while. just a FYI. i am currently formatting and about to install in ~45 min
