New Build Doesn't POST

I've just finished putting together my new build, and I'm stuck. When powered on the SB_PWR led on the motherboard lights up, along with the glowing logo on the H20, but nothing else happens. No fans come on, and it doesn't reach POST. Hitting the power button does nothing. I've tried reseating the RAM and removing everything but bare bones, and it still doesn't reach POST. Anyone have any clues?

Is the CMOS jumper in place? - I think I see it but can't be sure.

Had what your descibing when I built my last box - turned out the Mobo had no CMOS jumper so, although standby lights and everything lit up, hitting the power button did nothing.

the jumper is in, and i've tried moving it to the reset position to reset the RTC_RAM
