Windows XP Server service goes away after reboot

I am running Windows XP. The machine used to be on a Domain, but I took it off. Now, when I reboot the machine, the Server service is gone, and I have to get it back buy Uninstalling then Reinstalling Microsoft File and Printer Sharing in the internet connections dialog. Is there some security policy or something that prevent the Server service from running at boot?

That's the problem. The Server service does not even show up anymore in the Services dialog. It's just gone. And the only way to get it back (that I can determine) is by uninstall and reinstall of the file sharing on the connection. So, it's not a case of not being able to restart the Server service, it's a case where the service is no longer there.
