Why my 7770 temperature would not decrease

Hi there.!
I have a trouble with my graphics
I'm HIS7770 user
i'm confused with my grapichs cause its temperature won't decrease
normal temperature 39 degrees and sometime 42 degrees
when i play Sleeping dogs, i check my grapichs temperature it reach 59 degrees
and when i close the game my grapich temperature won't decrease 51 degrees
why that can happen
i use the new driver from HIS not from AMD
