The HD 4000 that comes in Ivy Bridge laptop CPUs is better than either one of those when it comes to gaming (but it's still quite pathetic). If you have a choice between having an IB laptop with one of those integrated GPUs or one without, go without.

If it's a Sandy Bridge laptop, go with the 610m. It's the closest to the HD 4000 in gaming performance which still makes it a better performer but not by much (10%ish).

Dunno about the Radeon HD 7470m since I never bothered to do research on it, but if I had a choice between a laptop with only the Intel HD 4000 and another with the nVidia 610 GT, I would go with the Intel HD 4000. Based on benchmarks that I've seen the Intel HD 4000 beats the 610 GT in at least half of the benchmarks.

Oh yeah, RAM does not mean anything since 1GB of RAM is plenty to play games at 1920x1080 assuming the GPU is powerful enough to play games at 1920x1080. The Intel HD 4000, Radeon HD 7470m and Geforce 610 GT are nowhere near powerful enough to play games at 1920x1080. They are just good enough for 1366x768 and at that low resolution, 256MB of VRAM should be enough if not then 512MB of VRAM.
