Monitor Image Problem

If the background on the monitor screen is anything other than white, the images and text appear with a light green color around the edges. If the background is white, everything is normal. I've degaussed, moved speakers away and replaced the video card.
Any suggestions on what is causing this and anything I can do to rectify this annoying problem?

If you're using a GF2 card, try removing the capacitators. See ocworkbench.com for more info.

It's not a GF 2, it's a Video Excel Tnt2. I have another identical card and the problem still exists. Using it with Windows ME and installed the latest drivers.
