Can i remove the thermal paste?

Making my own cheap/from scratch computer based around the P4 Prescott which has h-threading.

Saw this wicked deal of mobo and p4 core- http://www.trademe.co.nz/computers/components/motherboards/intel/auction-543060194.htm

There is thermal paste on there and was wondering if that could be removed?

Just get some cloth that won't leave particles and rubbing alcohol
