Solution
A lot of people post a bunch of bs information.

I have a 6570 on a 620s which is also a 250w power supply. So it doesn't needs a super high PSU wattage. At the same time, Dell has now gotten a rep that it underrates its PSU's so that's also something to consider which is good for the consumer.

What manufacturers tell you is recommended is a conservative number. So people saying you need 400w really don't know the minimum requirements, only the RECOMMENDED requirements.

No it can't. It may have been running with many facets of the gpu not working. People can run it on a 350 watt but that causes its condition to deteriorate quicker. The only way to get full performance out of it is having a 400+ watt psu. So it's really either or. Either upgrade the psu or choose a lesser gpu that uses less watts.
