Monitor rectangular flicker game

Hello,
I has a LCD Monitor, have a destop with a GTX 560 and I have this wierd wave, flicker issue when playing game. It does not appear during videos. It appears that in the background while I play the game (it has to be a game with 3D models not 2D) it has a rectangle flicker. I've tightened the game it just isn't going away.
What should I do?

Also, what does "tightened the game" mean?

Have you tried updating your video drivers?

What are your computer specs?

CPU? Mobo? RAM? PSU?

dont overclock,
check overheat,
update drives,
re-seat graphic card,
give more info,
....underclock 3d to 2d rates

hey, sorry about the sentence strucuture and information issues I was just quite tired yesterday when I wrote this.

I have an HP 2511x.

How do I diplay my graphics card info? I use Windows 7.
