Q1 Will i be able to OC this card with my PSU?
Q2 Will it be necessary if i want to run some games at ultra?


my setup is

Motherboard -ASUS P8Z77-V LX
CPU -Intel i5 3550 @3.3GHz
Memory -8gb ddr2 (not sure of brand of frequency)
Storage -2Tb Seagate 6Gb/Ps 7200RPM
-60Gb Intel SSD
PSU -650watt EZCool
Cooling -Case mounted fans 120mm + 120mm + 120mm

soon to have
Graphics -XFX Radeon HD7950

go with a more mainstream brand such as corsair seasonic antec and xfx you need a good quality power supply as if a surge passes it could fry all of your components.

ah fair enough, was planning on upgrading after christmas, i've got a pretty industrial quality surge protector extension, so i don't think that would be a problem
 
^ PSU mainly isnt surge protector

it is DC electric supplier... you might not want to supply your expensive PC with bad quality DC power. i am afraid it can cause your PC to fail alltogheter sooner or later. following his advice will save your money :D
