Games always in slow motion

I have got a HD 3850 AGP graphics card for some reason has recently decided to play games in slow motion. It's not juddery, but its a smooth slow motion effect.

I have tried a variety of drivers and reformatted the hard drive and reinstalled XP.

It's XP Pro 64 bit.

Rigs of rods and others, but RoR mainly. It does,nt happen in one of the games though (can't remember what it's called).
