Slow internet connection through router

I'm using a netgear broadband router/hub, with my broadband connection
and the computers connected to it. For unknown reasons, I am sometimes
findin I have very slow download rates (e.g. 1-10kpbs), even though im
on 2mb connection and should get about 200kbps dl speed. I use
bittorrent mainly, and have unblocked its appropriate ports on the
router, and have allowed it access through the windows firewall, but
still I dont get a proper connection. Any ideas?
