Hi, I had a Dell OptiPlex 755 Desktop 3.00 GHz, 4GB RAM, Core 2 Duo , window vista. Could someone please suggest me a VGA offboard to make it goes smoothly while playing sims 3? (around $100~ and below?)

Looking at a couple data sheets your power supply seems to be around 290W - 305W. Can you confirm? Apart from that the video card I would recommend at ~$100 is the 7750

Radeon HD 7750 - that's the best you'll get at that price point.

If the only thing you're playing is the sims, well... any discrete card from the past few years will do the trick. Used might be a good option to pick one up for cheap. (Ebay somewhere has a Zotac 250GTS that's new, for $40. That'd be a good deal.)

Yeah, the best card you can use with your Dell is the Radeon HD 7750. The following PowerColor Radeon HD 7750 is the cheapest HD 7750 you can get w/o bothering with a stupid mail-in rebate; $90 + shipping.

The following HIS Radeon HD 7750 is the cheapest after a mail-in rebate; $85 + shipping.

If you want an even cheaper card that is still capable of playing the Sims 3, then consider the following Radeon HD 6670 for $70 (after rebate) + shipping. However, there is a big difference in performance compared to the Radeon HD 7750. That newer card is basically equal to the Radeon HD 6770. I am talking about a 50% - 60% difference in performance for just a difference of $15 - $20. It won't make the Sims 3 run any smoother or make the graphics look better, but when the Sims 4 is released (if they release it), then you don't have to worry about buying a new graphic card.
