$650 gaming build, need help

I realize this is a lot to read, but I'm a newcomer and it's getting confusing, although I've been reading a lot into it. Also the $650 is for tower AND OS.
Approximate Purchase Date: January-February
Budget Range: $650 for tower Not much room to stretch
System Usage from Most to Least Important: Gaming, surfing, college
Preferred Website(s) for Parts: Amazon/Newegg
Country: United States
Parts Preferences: Doesn't matter, as long as it's reliable and good
Overclocking: Highly unlikely
SLI or Crossfire: No
Monitor Resolution: Do not have monitor, monitor will probably be 20-21" and about at1600 x 900 resolution or more.
Additional Comments: Games I will be playing(no order of importance): GTA IV, L4D2, TF2, Orcs Must Die!, Far Cry 3(If i get the video card w/ coupon), World of Warcraft/Guild Wars/ The Old Republic, Minecraft. I would like to play TF2, L4D, and Orcs at highest possible settings; GTA, MMOs,and Far Cry I could stand at medium settings.
The case needs to have a width of less than 9" to fit in where it's supposed to be. I would also like it to have some front USB ports, front SD reader(if possible), not TOO flashy with LED lights, have decent or good cable management, and a solid construction.

At $665 after rebates, this build is actually OVER my budget, so I really can not go any higher.

I do have a few questions I would like answered:
Is this build good?
Are the parts reliable?
Is the PSU a good one and is 450W enough? Or should I go with a higher 500 one or so. I don't want to blow my entire build due to a crap PSU.
I'm also curious as to whether or not there is a better motherboard I could use.
My biggest points of concern are the Case, PSU, and mobo. It seems like those could use some change, and any help will be appreciated.

Wow, nice find on the card and ram, 2gb for that price seems like a bargain. I also like the cases and PSU, thanks for the reply and suggestions.

Good deal on that card. I got a Diamond branded 7850 for that price before Christmas at Microcenter. Very happy with my purchase. I mean the price for performance is great. I didn't want to spend too much, and that was perfect performance for the money.

On cases have you looked at the Thermaltake v3 black edition?

I have built in that case, for the price you pay it's not a bad case. The other thing I like is when you build, a lot of the standoffs are punched into the case, so I sometimes only end up using 1 or 2 brass standoffs in that case.

Edit *If you do go with the v3, you will have a hard time mounting fans on top. You will need to find low profile 120mm fans for up there if you want to use those.
