I'm looking into building a future proof gaming rig for $699 or less; hence the eight-core due to it's high performance to value ratio.

AMD FX-8350 Vishera 4.0GHz (4.2GHz Turbo) Socket AM3+ 125W Eight-Core Desktop Processor

A dual GPU setup is preferred.

Also what would be the best 120Hertz+ monitor to use?

You can't get a 120Hz monitor in that budget.

Save up for a monitor!! In the meantime hook it up to your HD tv!!
