Which is better among these two. Help me please

Please help me decide which of these two to get:


Sapphire HD 7770 1gb/128bit ddr5 (OC Ed) http://www.tipidpc.com/viewitem.php?iid=16653308

or

Power Color HD 7770 1gb/128bit ddr5 PCS+ Vortex 2 (OC Ed) http://www.tipidpc.com/viewitem.php?iid=20682026


Sorry for the noob question but what does PCS+ mean?

Also, i what are the advantages of OC Ed video cards? I am only using stock fans/coolers will it be okay? I mean, won't it overheat the video card, since it is Overclocked..

I am running on 1366x768 resolution on a 16' Monitor (but i will be upgrading to a 20' or 21' soon)

I found another card that is a bit more expensive but still within my budget, is this card better?

I really wanted to get an EVGA or ASUS, however, here in our country they are quite hard to find or costs a LOT more. Only PowerColor, Palit, and Sapphire are readily available. Based on what i've heard, EVGA cards have somewhat better quality, but is Power color, Palit, or Sapphire not a bad choice? or should I avoid these brands?

Means the card is factory overclocked.

It looks like the first card there has a factory cooler whereas the PCS+ has an aftermarket cooler. Aftermarket coolers generally perform better.

You can still overclock either card further if you want, and if you do I recommend the card with the aftermarket piece. They run games faster.

By the way, PowerColor, Palit and Sapphire are all very good brands. EVGA don't make Radeon cards!

I meant, an EVGA 650 Ti.. :) 

Anyway, thanks for the answers. Just to clarify though, is it okay to use an Overclocked video card without an aftermarket cooling system on my PC? I don't really have plans on overclocking by the way (since i don't even have any idea how to do so. LOL)

As a conclusion though, which among the three cards do you suggest that I should get? Thanks :D
