Upgrading a Radeon 4200 hd

I'm trying to upgrade a radeon hd 4200 graphics card and I need help. For x-mas, I'm able to get a 950 watt power supply. My current power supply wattage is 200-250. Would this upgrade frames at all? I'm sure it would, I just need further assistance and maybe some suggestions. I do have a low budget, maybe $160. My goal is to play Black Ops 2, MW3, BF3, etc... With at least 60 fps on the lowest graphics settings or better. Keep in mind that my budget is low, but suggestions would be very much appreciated. If needed, you can ask me for all my specs. Thank you.
 
if you are asking if just upgrading the power supply is going to give you better fps, then the answer is no.

with $160, you can probably get a 7850 1gb on sale before chrismas, should have no problems with those games as long as your cpu can keep up. If $160 is for both cpu and gpu, then the best option is probably the 7770 at about $110 and spending the $50 on a good 400w+ psu.
