56K modem only gets 28K

Just installed a USRobotics 56K Faxmodem PCI for Windows on my NT 4.0 system. It's only connecting at 28K. Have the port speed set to 115000 with hardware and software compression enabled. My other computer which has an old USRobotics ISA bus 56K modem is hitting at 56K?

Anyone know the answer here? Why is the modem on my NT machine not connecting at 56K????

Well, it depends on your ISP, and also hwo good ur phone line is. Are both comps hooked onto separate lines?

the hand shake speed doesnt really mean too much, compare the two modems by transfer speed.
