Secondary Monitor off center

I have a second monitor that has it's display moved (not squished) about 2 inches to the right. There is a solid black strip on the left of the display.
During start up the secondary monitor shows full screen, but once the desktop appears, it shifts.
I can't get any option to show on how to relocate it, or move it at all. I have tried adjusting resolution, restarting, swapping video card ports, changing primary/secondary monitors.

do you get the same effect if you swap the monitors, physically?

does Monitor1 that looks normal suddenly have the bar on the left when Monitor2 is the primary in the same connection as when Monitor1 is working properly?

Yes, regardless of configuration, I have the second monitor off center.

Full shut down has not helped either.

Fixed it by adjusting the monitors own settings. Not sure how it got changed, but the manual horizontal adjustment worked perfectly.
