GTX 690 Loud fan noise

I recently purchased a new motherboard (Asus rampage extreme iv) and a new cpu 3930K and everything seems to be working fine except that my video card (GTX 690) is making a constant nonstop noise, the noise starts right when i turn the pc on and it won't stop even for a second, no matter if im running games or just browsing the internet the noise is constant. I have tested a few things and i believe it's coming from the video card fan.
NOTE THAT THIS CARD WASN'T MAKING THIS NOISE WHEN I HAD IT ON MY OTHER MOTHERBOARD (GIGABYTE 990)

My Specs are:
Corsair HX850W 850w Modular Power Supply
-1 TB HDD
-1 OCZ SSD
-1 Samsung s840
-4X4GB Dominator GT RAM
- 3930K CPU with H50 Corsair liquid cooler
-Asus Rampage extreme iv
- GTX 690 graphics card

  1. Use Afterburner to control fan RPM. Create custom defined fan profile in settings.
