To upgrade or to rebuild? (Budget Gaming Rig)

Hey guys, I am trying to decide weather I should upgrade what I have or if I should gut it and start over. I would like to stay under $700. I have 2 builds that seam reasonable. My currnet rig looks like:

CPU: AMD Athlon II x3 445, 3100Mhz
Memory: 4gigs of DDR3 ram
GPU: NVIDIA GeForce GT 430
Mainboard: MSI 870-G45
Power Supply: 600w coolmax

I typically play games like starcraft, minecraft, and rift. I would like to stay under $700 max.
