Computer turns on for a second or two then turns off, than back on and off again

Thanks for any help. I got a new Mobo and case over the holidays. last night was build day so I installed the mobo in the case and add my parts. Everything (Cpu, gpu, ram, hdd, and psu ) worked before the swap. The motherboard is an ASRock extreme 4 LGA 1155.
