Is it normal for a GTX 670 (Gainward Phantom) to be getting an average of 51 FPS on Batman Arkham city with settings maxed?

When looking at Sweclockers' benchmark, ( http://www.sweclockers.com/recension/15394-geforce-gtx-670/14#pagehead ) , their reference 670 got 74fps. Can you list your full specs so we can see if anything's bottlenecking? It might also be best to update your drivers to the newest drivers at nvidia.com

Don't think the bottleneck comes from your hardware in this case, you have an excellent CPU with plenty of RAM. It could be a software problem, like another demanding software running in the background that you haven't noticed or as suggested by Thompaam make sure you're running the latest drivers (nvidia released 306.97 about a month ago).
