Sacrificing: Clock speed, cores, size, stream processors

What is okay to sacrifice when you're pressed for funds?

I'm comparing budget video cards and it's not straightforward in choosing. One has higher stream processors, but lower clock speed, another has higher clock speed but less memory size etc. I'm not sure how to compare them and what's okay to sacrifice.

Any help?

    When it says GT 430 does it mean any GT 430?

    This is an open box 430: Link, for $36 was wondering if it would perform the same.

    Otherwise it looks like the GIGABYTE Radeon HD 6450 GV-R645-1GI is my best choice.

    I ask because there's a 128bit version and a 64bit version. The open box one I linked is 64 bit, including the 6450.
