HD 6870 Being Bottlenecked?

OK so i have a HD 6870 but im not sure if im being bottlenecked because i get the lack of FPS out of it and i've checked up VideoCardbenchmark for it's stats it being rank 40 so it's not that bad, anyway my computer isn't the best but would upgrading the CPU make it work at full power?

My Specs:
Wiru 700W PSU
AMD Triple-Core 8400 2.10Ghz (AMD2+)
XFX HD 5450 (This is Just for now not my main Card)
XFX HD 6870 (What i wanna use but it's being bottlenecked im sure of it)
4GB DDR2 (Not Sure Speed)

i currently playing world of warcraft but i get low frames and even on elegon my computer freezes till the boss fight is over (Mists of pandaria) happens both with my HD 6870 and 5450, would upgrading my CPU from the triple core to an "AMD Phenom II x4 955 Black Edition 3.20GHZ" stop it being bottle necked? My motherboard says it's AMD3 compatible so i should have no problem and i also checked the motherboards compatability with certain processors, any help would be very much appreciated

Ok my other option is to buy a new computer which the specs are

PSU:Unknown (Don't Know)
CPU: AMD Phenom II X4 965 3.4GHZ
Ram:4GB DDR3 1600Mhz
GPU:HD 6870 (My Card i would use)

Would i be better with the a new computer or upgrading my CPU and Changing my Case because my case atm 2 the main fans are dead (Never shop at maplins for a case lol) so i could get a new computer with gaming case (4Fans) and start over or should i upgrade my CPU and get a new case not too sure at the moment.
