I don't want to pay any more than I have to but I do have about a thousand dollar budget. I don't need an OS or a monitor. I have a 20 inch monitor running at 1600 by 1200. I just need something that can run photoshop, illustrator, and dreamweaver.

That'll do you good. Strong(ish) GPU if you ever do any rendering, a good CPU for processing, and a CPU cooler for overclocking, it should speed up the editing.

But if you really want more power (and for basic editing this is mostly unnecessary), Increase the CPU to a 3770k and up the RAM to 16GB.
