NEED HELP WITH COMPUTER SYSTEM-ASAP

Recently, my computer has been acting funny. I was booting it up, there were some jagged lines on the screen. They went away and I carried on. I was on Facebook on google chrome when my computer screen just went blank. I turned it back on, and this time, I was watching a video game on chrome, when my computer screen went blank and it showed this. These green dot like things on the screen going down the screen. After this, my computer system would turn on, but the monitor wouldn't show anything.

I shut down the computer and tried it this morning. Surprisingly, it worked. However recently, I was on facebook on chrome again and then the same thing happened. And my computer showed the green dot like things going down.

Now, my system will turn on, but the monitor won't show anything. Also there are beeps whenever this is happening. Can someone please explain to me what is happening? I'm suspecting a GPU problem or memory leak.

Windows 7--Professional

RAM: 2 GB
CPU: AMD Phenom X3 8400 @ 2.1 ghz
GPU: ATI Radeon HD 4650

Yes it's a GPU problem. Check its cooling, maybe the fan died and it's overheating. If not, then it's dying and you need a replacement.
