Best and yet Cheapest OpenGL 3.0 graphics card?

Hello,
I got a referb Pavilion p7-1037c and right now I only have onboard graphics I want to get a good OpenGL 3.0 capable graphics card that doesn't break the bank. I already got a new 600w power supply because I assumed that the stock 250w wouldn't cut it. Any suggestions as to cards and will the 600w do the job? Thanks!

AMD Athlon II X4 3.1GHz
N-Alvorix-RS880-uATX MB
8GB DDR3 Memory

Oh and I'd like to keep it at $180 or less. I'm thinking anything is going to be a major improvement over the integrated graphics (it's ATI Radeon 4200) yes?

if you have at least one pcie power connector then i would suggest the radeon 7850. it seems to get better fps than the closest nvidia offerring, the 650 ti. see link below.
