Need a replacement for AMD Radeon HD 7450

Hello I've been wanting to replace my AMD Radeon HD 7450 for a while now and even more so now that Planetside 2 has launched and my fps in that game is about 10-20 in Big field fights with tons of people on the screen and about 40+ when nothing is going on and I'm in the middle of no where. I've also had problems with other games as well such as GW2.

would it be best to just buy it as a combo or pick my PSU and GPU individually?

Probably around $300 I could shell out more if I have to birthday is coming up this Monday so $300-450?

Video Card : http://www.newegg.com/Product/Product.aspx?Item=N82E168... - 229.99$ after rebate

A bit higher than the initial budget : http://www.newegg.com/Product/Product.aspx?Item=N82E168... -279.99$

That will get you a massive boost in performance compared with the 7450

Well in the ~250$ the 7870, there is no better card at that price.
If you can shell out a bit more the 7950 (i put the link in the older post).
If you want a card ~150$ check this one : http://www.newegg.com/Product/Product.aspx?Item=N82E168...
You'll have to buy a psu either way and the corsair tx650w will do for any gfx card.

Ah I see well thanks again bro I'll definitely look into purchasing this PSU and GPU
