Is AMD better than Nvidia GPU?

Nvidia's GTX 690 dominates any other Card from AMD Series, hence its better but its way too much costly.

It depends on which GPUs you are comparing. Like GTX 660 vs Radeon 7850, GTX 660 Ti vs Radeon 7870 etc.

If you can tell a specific card then its better to compare.
