Which one is better performance, less quieter, and just overall better?

I need to pick between these two. Noise is definitely important to me, performance is as well, so what do you guys think?

In terms of performance they're pretty similar, but one card will perform better than the other depending on what games you play, as some games favour NVidia while others favour AMD. In terms of noise, the 7970 will probably be louder, especially under load, as it is a more power hungry card than the 680, and power = heat and heat = noise. I could give you more advice if you posted what resolution you're gaming at and if you have a budget.
