What do you thing my Problem is?

Hey everyone i am looking for some help with a Lag issue i have been experiencing and was wondering if anyone could help me isolate what the actually problem is and fix it. I recently built a new computer and have been playing guild wars 2 but ever 5 to 10 minuets i experience some sort of lag this is not only experienced graphically in Guild wars 2 but interfere's with Skype as well. I am running well over requirements for the game - Radeon Hd 7850. Its odd because when im in game and lag my character contiues moving as usual and the after the lag screen catches up.I know this doesn't explain much but from this what is the best guess to what the problem is and if it is my ISP then what can i do?

I guess that the issue is related to the software (game) and ISP and not to the hardware.
Have you tried a direct connection to the modem (not using the router)?
