GPU usage low, FPS low, how?

So I have 2x Palit Jetstream GTX 680 4GB in SLI, assisted by an Intel Core i7 3770k to give me best gaming performance.....
All powered by a 1050W PSU from XFX

Now my problem is, games like COD:BO2, AC3, GW2, etc play BELOW 60 FPS most of the time, while my GPU usage is around or under 70% at both GPU's. I just can't see why they won't run 100%, and give me a solid 60 FPS gameplay..

I play on 1920x1080 only, with all settings maxed out! Txaa and everything applied.
Why won't my system run it properly?!
GPU temp stays around 70 C at gaming, CPU at max 50 C

I don't see the problem, :S I just want to run it smooth above 60FPS

Eh people, he should still be getting MUCH higher framerates with a 3770k, even at stock clocks!

At all the overclock requests: I already overclocked to 4,2Ghz, but my CPU doesnt hit near 100% during gaming.... Besides, some people with worse cpu's max out the games better than me with this i7..

If I use 1 GPU, the usage reached 100%... So I also thought it's something with SLI.. But what can be the problem? I mean, I have 1050w PSU, which is an overkill.. I use 2 SLI-bridges, just in case.. temperature stays safe... I don't see what's limiting them :/

I use the most recent driver, and have tried out every driver they released with GTX680 support... all have same problem.. Had it on Windows 7 and Windows 8... Same problem

fyi you dont have to hit 100% on the cpu to be cpu bottlenecked, as long as any thread maxes out its single cpu core/thread it becomes the limiting factor... and with 8 threads on the cpu it's going to be mighty difficult to determine such occasion based on load % alone.
But yeah, you shouldn't be cpu limited...

what's you mobo? have you checked for a bios update?

I don't have time to test now, maybe later this weekend. But could you explain how this might help? I don't really see the point. I've heard from people disabling it before, especially with overclocking. But still don't get why..

I am extremely interested, because if I max out my settings on Crysis 3, I hit 95-100% usage, but I want more frames in multiplayer, so I set everything to medium, and only get 50% usage as a result. Why doesn't the game use more GPU resources to get more frames?

I have now the very same problem with my two gtx 770s I reached max 60 percent of use and if I low settings the gpu usage gets down too.
Did you find an answer, any solution?

are you at 60FPS with VSync?? VSync will stop your FPS from going past 60FPS

Since this is almost three years ago, I forgot.. However, I think it the games were just poorly optimized for my GPU at that time, or something like that.
