Best card for X-com, Civilization V and Windows desktop

I'm looking for the best choice for playing X-Com and Civilization V kings and gods this winter. I guess the games are not that GPU hungry.
But I will mainly be living on the Windows desktop, so I would also like if the card behaves nicely when I'm in Windows, that means silent and low power consumption.

What make/model PSU do you have, what CPU/motherboard/case? What resolution is your monitor? And what is your price limit? These factors all affect your choice.

It's a new pc, so I don't any other hardware.
About price, I want a card which can just run the two mentioned games, the card isn't going to run anything faster than that in the near future. As the games don't have high demanding requirements, I think the price in this range of card isn't a problem.

Well, with that scanty amount of information, I'll have assume a worse case scenerio. A slim line case will require a low-profile card. A weak PSU will require a card that doesn't need a PCIe power cable. If the above is true, you will have to settle for something like this:
(If you're in the UK, Newegg won't do you any good, but somewhere like ebuyer will have the same stuff.)

If your case is full size, you can use the same cards in the full size version.

If your monitor is 1600x900 or less, they should be adequate for those games. Maybe even up to 1920x1080 with reduced settings.
