For pentium D 2.80Ghz processor i want a graphic card under 3k but which will work well with 250w PSU and PCI-e x16 slot.
currently i have 8400GS 512 mb but i am thinking to buy forsa nvidia 610 1 gb ddr3.

These computer shop chaps don't know anything about graphics cards. Which PCI version does your mobo has ? Most cards now days are PCI-e 2.1. And according to Wikipedia it is compatible with all older versions.

To be honest, he will be wasting Rs.3000 for GT 610, as he already has 8400. There will not be much difference. GT 630 will be a smart choice if you can shell out 4000.

So, better option would be get atleast 2GB RAM for now, as all other said 610 wont be worth it. Later when you have money get a GT 630. Then you will be able to play your games at 'low' settings.

gt 630 is better card.but he has bugdet limit.if he upgrade to 630 then he will also have to change psu. gt 610 will play game at low-med settings

just one last question is bios update needed to work 2.0 graphics cards!!???
i found that many peoples said that we need latest bios installed in order to run 2.0 or 2.1 cards!!
i havnt done any bios update since i purchased my pc think so before 5-6 years!!!

dont get forsa 610. they are not well known brand and you may run in trouble if anything goes wrong with the card. just be safe and get zotac or evga or gigabyte or galaxy gt 610.
all these are much better than forsa.
also note that 610 is twice as powerful as 8400gs but its still a *** card for gaming.
better save up some money and get gt 630 or regret your purchase. gt 630 is the MINIMUM for gaming even on lowest settings.
and dont worry 630 will work fine on.your 250 watt psu i assure you.
so SAVE UP some money and get 630

Oh yeah thats 8400GS, but you can find many people who will buy a used GPU for a Rupees 1000.
I'm too a Indian and I know many people in India still don't know that a gpu performs better because of the technology not the VRAM installed.
Give it to your relatives, sell it to your friends or put it into Online selling sites like Ebay and OLX.

my friend has zotac nvidia 210 1 gb and he is able to play assasin's creed all versions on med setting all fifa on very high settings gta iv on med!!!!
610 must be better even a little bit!!!
i need the card only for a year then i am gonna buy a gaming laptop!!

You should be able to play good. As you said you want that for this year only, its enough.
But buying a gaming laptop costs around 80,000 (Alienware ones, they are only good) whereas you can get a GTX 670 + i5 3570k and other good stuff for that much.
Laptop will rarely give good fps at max settings and they have a small screen. Many costly around 1 Lakh will be good. But at that you can get a gtx 690.
Buy a gaming laptop ONLY for its portability or else its a waste.
