Yes it is, but old AMD will be slow.

Scan your PC if it is compatible with W7.

you could use xp but really what you have will be pretty much the best for that system even if its a single core athlon win7 will let you get the best from it...
to get the absolutley maximum performance from it make sure you dont have to many startup items... things like itunes will cripple performance as they just sit there chewing up cpu cycles.
clean out your startup entries leaving only your antivirus, gfx, mouse and keyboard... anything else should be disabled. then limit your services by removing auto start entries that dont need to run at boot... just set the 1s that aint needed at boot to manual... (win7 teak guide is the place to fins a comprehensive list of what can be auto start and what can be manual)... after that defrag with a good defragger and clean but donot compress the registry...

What are your system specs?

And why are you running x64 with only 4GB of RAM? IMO that kind of defeats the purpose of x64.

And what is "very slow" to you?

Possible simple solutions for a normal functioning system (meaning no viruses/malware, software/hardware problems)
Update your drivers
Upgrade your RAM
Use CCleaner to clean up your system, fix registry errors, uninstall unused programs, get rid of all non-essential startup programs.

If those three things don't make your computer faster then your problem is likely due to virus/malware.
