Urgent question regarding ATI card

I have an ATI Radeon 4600. I want to uinstall my current drivers and install new drivers, but unsure how to proceed. (I'm not familiar with ATI drivers or cards at all, and ATI.Com leads me straight to AMD website??.)

1. My current drivers are Catalyst 11.5 version 7.10 etc...

2. I went to amd website, filled in the graphic card fields, and it lead me to download a driver called "12-6-legacy_vista_win7_64_dd_ccc_whql.exe." Again I'm not sure if these are the drivers that i need to download.

3. How do I begin to uninstall driver and do a clean install of the new driver? All i see in the add and remove program is ATI Catalyst installer, is this my current ati driver?

You just need to go to the control panel add/remove programs and remove CCC. Removing it will get rid of the drivers that are installed then when you restart you'll download this driver. Which is the one that you posted as well.
