Computer beeps once and restarts

I brought my computer prebuilt and it has been fine but I tried to turn it on this morning and it beeps once and just restarts into an endless loop. Any fix? I can access bios, I've reseated everything on the mobo and I've tried different ram. Any suggestions?

Reset BIOS to defaults?
If so, could be mobo failure.

Wouldn't a mobo failure not allow to to post at all?

Not if the failure is limited, say, to the power block that feeds the CPU. Once power requirements go up, boot fails.
Same can happen for other components, as well, like a PSU impending failure.
Other idea: make sure the power/reset connectors from the case buttons to the mobo are inserted properly.

I'm not sure, but I think the problem may be the hard drive. I put it in an old dell computer and it caused the same problem. Beep, restart, beep, restart, etc. However, I don't think it's a hard drive failure since I am able to access the files if i plug it into the computer that already has a hdd, as if it were a using a flash drive. Any suggestions as to fixing this?

First, I would save any important files off that HDD.
Then, I would erase it (low-level format) and re-install a clean OS.
