Doesn't the 2 gb of gddr5 help the 650 at all?

650 is more comparible to 7750. performance wise there is no 600 series that really compete with 7770. 7770 perform much like 6850 or 460 from the older generation.

The 650 beats the 7770 in two games (Batman and Starcraft), but the 7770 is better overall. Also comes with Far Cry 3 is the Never Settle deals are still going.

does the 7770 play Starcraft reasonably well, or not at all?

The 650 isn't powerful enough to utilize the 2gb, it's nothing more than a marketing gimmick.

The 7770 will surpass the 670 is you o'c it. All you need is the right cooling. I would suggest the 7770 if you can overclock. If you don't, go for the 650
