Why are there not more high DPI monitors.

my 4.5" phone is 720p yet my 18" monitor is only 768p there is obviously the technology on the screen manufacturing side so what's holding it up.

It's not technology, it's cost. There's not enough demand for high DPI monitors to make a decent profit off of them. That being said, if you want to spend $25K, you can get Sony's new "4k" display... or you could spend a couple hundred bucks to get a 1080p / 1440p monitor.

no its just small if you go on pc parts picker and choose 18.5" there is no 1080p monitor even though laptops that are smaller are 1080p.

Because there's a price market for 18.5'' And you can get 1080p on 21''. Basically cheap monitor -> 18.5''
good 1080p -> 21'' +

Its not the technology that's holding it up, its the cost to make such a monitor. Not enough people are willing to pay bucket loads of money for a super high res monitor. Until the technology becomes cheaper, you won't see many available.
