Everything but video card powers on, old card works just fine?

Issue:
When i originally built the system, there was no issues at all and everything ran fine. About 2 weeks ago, my system abruptly shut down and refused to show anything to the monitor. I tested a older card (PNY 9800GT) and picture was restored the monitor. So i RMA'd the card that wasnt working and just got it back today. Same issue. Everything but the card powers on when i install it, but with the 9800GT it is fine. Would the PSU be causing this issue?

Might be a damaged/ faulty cable. The 9800gt only uses 1 pci-e power connector and the gtx 460 uses 2 right? Try using a molex to pci-e converter to test if one of them are bad.
