Windows Recovery Screen

hey guys I upgraded the Mobo and CPU in my brothers gaming rig, its an AMD rig. BUT I didnt know it was on sleep when I disconnected the power before upgrading the computer. When I go to boot from the HDD the "Loading Windows" screen pops up with the 3 dots then all of a sudden goes to a black screen asking me to launch windows startup repair or start windows normally. I have done the startup repair and it says it cannot repair windows. I have also tried doing a system restore to a date that was a couple of days ago but it still brings me to the same screen, does anyone have any ideas?

reinstall windows. sometime when you change the mobo and cpu, windows need to reinstall or it won't work.
