Will 520w PSU power this ?

Antec Neo Eco 520W 80 PLUS Certified ATX12V / EPS12V Power Supply

Computer Specs:
Gigabyte GA-Z77-DS3H ATX LGA1155 Motherboard
Intel Core i5-3570K 3.4GHz Quad-Core Processor
Cooler Master V8 69.7 CFM Rifle Bearing CPU Cooler
MSI GeForce GTX 660 Ti 3GB Video Card
Corsair XMS3 8 GB (2 x 4GB) 1333 MHz PC3-10666 240-Pin DDR3 Memory
6x120mm - Case Fans
Just a 500gb 7200rpm hard drive

PCParts puts it at 316w maximum, would the 520w psu power this properly or would I need to upgrade ?

Yes, you're fine, that card has a maximum power drawn of 150w.
The cpu and with the rest of the stuff, it won't reach more than 350w at load,,
that psu that you have is a good one, it has a single +12v rail with 40A, it can output 480w.
