Radeon 7750 - Reported as running @ x16 1.1??

Hey guys, I'm running a Dell Inspiron 660s with a Sapphire Radeon 7750 (low profile)

Basically, the card supports PCIe 3.0, and my motherboard supports 2.0. For some reason the card is running at 1.1, and upon looking at GPU-z it flashes for a second occasionally saying it's running at 2.0 :o 

Any help would be appreciated, I'm running catalyst 12.11 beta (Maybe I should try a regular version)

Also, I had the intel HD drivers installed prior to this, and I suspect they didn't fully uninstall causing some internal conflict.

EDIT: Very strange, I ran the WEI assessment tool and apparently the card clocks up to pci 2.0 when it is stressed.. Is this a power conservation feature? Should I be concerned?

It clocks down to 1.1 when idling to save power. Perfectly normal.
