Why is 660 ti memory band restricted and 660 isnt?

because ti has more cuda shader processors compared to 660?
i am purchasing evga 660 ftw signature 2 3gb version but i saw several benchmarks where this heavily factory oc card is very close to 660 ti.

so in gtx660 192bit bus is enough for cca 960 cuda processors, but in gtx660ti the cca13xx cuda processors are bottlenecked by the 196bit bus?

Yes, the GTX 660 Ti has enough CUDA cores to the point where the limiting factor becomes the 192bit bus.
