Hi. I'm currently using a powercolor hd 6750 and a coolermaster gx650w 80+ bronze psu. I'm thinking of buying the powercolor hd 7970 v3. I'll be playing DotA2 and BF3 mostly. I have chosen the powercolor v3 edition as it is the cheapest amongst all the maker. It cost me SGD$509 while other hd 7970 cards
Cost me atleast $600. Does the cheaper price means poorer performance? I don't intend to overclock it.

No it doesn't. In fact, I have 2 VTX3D 7950s (VTX3D is under the TUL corp, same as Powercolor) and they're both outstanding cards. Very quiet even under load, they run cool and best of all, they OC like crazy! So I definitely recommend a Powercolor 7970. I'm assuming that it's this card that you're looking at: http://www.amazon.co.uk/PowerColor-Radeon-7970-3GB-GDDR5/dp/B007JSSZIA/ref=sr_1_1?ie=UTF8&qid=1354878824&sr=8-1

Definitely go for it. Don't mind those more expensive ones. They won't give you any benefit.

Yes thats the card. But if i overclock on stock voltage, will the temperature rise? I live in singapore

I have another choice suggested from a shop owner here. He recommended me to get powercolor hd 7950 pcs+ and flash it to 7970 ghz edi. Is it safe? Do the hd 7950 have dual bios?
