New Build will NOT post (details inside)

Ok so I have a computer that gives me no indication of life except that when mains power is given to it the red led in the PSU fan flashes on then off in a second.nothing else moves in the case.

The Specs

Mobo - GA-990XA-UD3 (rev. 1.1)
CPU - Athlon II X4 640
RAM - Corsair Vengeance 2x4gb 1600mhz
PSU - OCZ OCZ750FTY-UN Fatal1ty Series High-Performance 750W PSU
Wifi Card - TP Link TL-WN881ND 300Mbps Wireless N PCI Express Adapter
GPU - Asus 550ti
Case - Zalman Z9U3 Midi Tower Case (ATX, M-ATX, Acryl Tuning, Full Size VGA Compatibility)

& drives if needed

SSD - 1 kingston 240gb ssdnow
HDD - 1 Western Digital Caviar Green 500gb
Optical Drive - 2 Samsung DVD-RW and Sony DVD-RW

I've done the usual checks cpu power, mobo power, ram in right slots, all connectors in firmly.

Update the I reset the power to the reset button and the PSU led comes on it the PSU fan spins then the CPU and GPU fans try to spin and give up

now the CPU fan works but no post

Our troubleshooting checklist was created to troubleshoot this exact type of problem. Perform all the steps in the checklist and let us know how it goes. There's a link to the checklist in my signature...

I'd used the check list anyway the power button was dead so i used reset
