If you are willing to go up to $420 after rebate, here's about the fastest board available now:

XFX Double D FX797GTDFC Radeon HD 7970 GHz Edition 3GB 384-bit GDDR5 PCI Express 3.0 x16 HDCP Ready CrossFireX Support Video Card

http://www.newegg.com/Product/Product.aspx?Item=N82E168...

Otherwise, here is the top rated 7970:

XFX Double D FX-797A-TDBC Radeon HD 7970 Black Edition 3GB 384-bit GDDR5 PCI Express 3.0 x16 HDCP Ready CrossFireX Support Video Card

As you can see, only $20 cheaper.

Sapphire's HD 7950 Vapor-X comes with a large dual-fan cooler that uses the company's famous vapor-chamber technology. On the Vapor-X you will also find a "Lethal Boost" button which switches to a second BIOS with higher clock speeds. With this BIOS, clocks are increased to 950 MHz GPU and 1250 MHz memory.Pricing of the Sapphire HD 7950 Vapor-X is $330.

MSI's GTX 670 Power Edition uses the famous Twin Frozr IV cooler from the MSI Lightning and comes with a large clock speed boost out of the box, making its default clock speed even higher than GTX 680 stock clocks. MSI is asking a $389.99 price for their card, which doesn't look unreasonable, given the improved cooling and higher clocks.I own this card here it is in action http://www.youtube.com/watch?v=BnLUJxCBZUg&feature=plcp

What games do you want to play? The best way to pick a card is to take the most demanding game you want to play and see how the cards do with it. The most demanding game I want to play is Far Cry 3 and Nvidia seems to have the upper hand with the latest drivers from both companies. Since the game is so demanding, I may end up getting a 670 myself, even though AMD's 7970's are faster on most games.

Don't forget warranties though - can't beat EVGA (unless you're living in a country where you can... warranty terms vary by country). Here, MSI offer shorter warranties. That said, if you take warranty out of the equation, MSI would be my absolute top choice.

You might take this in consideration about the msi 670 gtx pe : http://www.tomshardware.com/news/MSI-GTX-660-670-overvo...
Old news! They aren't particularly failing though. Tom's hardware is exaggerating like crazy. His only link for proof is a small 9 reply thread that is very vague and doesn't come up with much detail. I have tried to look for these issues but came up dry for the most part. did you see the response "We are currently not aware of any other vendor providing this same level of performance and we’ve worked with NVIDIA to ensure that new production models will limit this free overclock boost you currently get. Our new production models with normal GPU Boost function will be on sale next month. http://www.brightsideofnews.com/news/2012/10/3/nvidias-...

I like MSI as a subvendor of gfx cards(especially with nvidia), the twinfrozr cards are the best in cooling/price/performance and lightning editions are always one of the best top cards, but i'd stay away from power editions like the 660ti or 670 gtx, you'll never know how much durability those cards will have, since it is a key component of a high current voltage regulator( the MSI Enhanced PWM Design is the same as the reference nvidia chip only at the double of the voltage).
Then came MSI with a statment (damage control).

They back it with 3 year warranty and it 670 PE series use two voltage controllers, the second controller is adding fixed voltage offset to output of the first one. http://forums.guru3d.com/showpost.php?p=4415418&postcou... You must see this answer :
1. MSI respects the result which is tested by Tom’s Hardware, but we have much confidence and believe our products would not cause any customer RMA concerns.
2. Since MSI designs these custom products with overclocking in mind, we “supercharge” these cards because we’re anticipating enthusiast to overclock. Because of this design decision and the higher component quality, we’re able to provide more power to the board resulting in higher and longer GPU Boost operation without reducing the lifetime of the graphics card or warranty term.
3. MSI’s all graphics cards including GTX 670 and GTX 660 Ti passed strict test and stand behind our products with a 3 year warranty. http://forum-en.msi.com/index.php?topic=162140.msg11884... in other words there is no issue.

My recommendation:
http://www.newegg.com/Product/Product.aspx?Item=N82E168...

Why?
- new design is VERY quiet
- the price is competitive with the performance
- two free games (some cards don't have that)

*How does this card compare to the FIRST recommended EVGA GTX670 FTW?
- the EVGA card uses a much LOUDER reference cooler
- performance is most likely slightly LESS than the Gigabyte above
- the cost is slightly HIGHER than the card I recommended.

SUMMARY:
I've done a LOT of looking around. If you want an NVidia card and $400 is your budget this is the card. AMD also has deals and their are PROS and CONS. Benchmarks vary considerably but in the end the Gigabyte GTX670 I link is my best value (as of today).

The gigabyte is also a good one, the evga ftw has better performance/overlocking vs gigabyte better cooling(expect if he's planning to do SLI)/price, any 670 gtx card offers the games in question.
Either of the these two will be better than the MSI 670 gtx Shady Edition.

How can you say the MSI 670 pe is better on overclocking and performs better and the evga 670 FTW performs worse than all cards ? Are you a msi salesman? where are the facts?...the evga 670 ftw has the 680 gtx pcb and overclocks really well (1250MHz Max Boost Frequency + 1866 MHz Memory stable) it tops the 670 gtx asus dcuii top which is more expensive, the reviews and user reviews say that is a beast of a card, draws the same power and runs cool for a reference cooler (70c), by the way the msi pe at load is also noisy, and like i said it has the overvolting of the pwm, and evga offers 5 years warranty.
Actually the price are the only cons.
Face it the 670 gtx evga ftw is of the best cards for performance/price.
There is only a better one and that is the ASUS 670 GTX DCII TOP (same performance/better cooling) but it's more expensive and above the 400$ mark.

I trust techpowerup i never seen a review comparing the evga ftw!To the MSI 670 PE Anyway from best to worst from techpowerup

Asus 670 TOP - 10.0 rating (only card ever to get a 10.0)

Gigabyte Windforce SC 670 - 9.8 rating

And what does it prove ? there was no review of the evga 670 FTW on that site, so any card will be better ?...see that graphic of a real comparison between the asus 670 dcii top and the ftw.
Like i said the asus 670 DCII TOP will be better, cause of the better cooling and same performance, but that card sells at ~420$( the top one, the other is at ~400$)

MSI GTX 670 PE = Better Overclocking.

From 670 pe from techpower :

"the maximum stable clocks of our card are 1055 MHz core (3% overclock) and 1820 MHz Memory (21% overclock).

GPU overclocking is a bit dissapointing, reaching the lowest clock we've seen on a GTX 670. Memory overclocking works better, ending up with a result that I would call typical for a GTX 670."

http://www.techpowerup.com/reviews/MSI/GTX_670_Power_Ed...
http://www.techpowerup.com/reviews/ASUS/GeForce_GTX_670...

ASUS GTX 670 DirectCU II 1110 MHz 1890 MHz

MSI GTX 670 Power Edition 1055 MHz 1820 MHz

Just get it, the card you own is good, but it doesn't mean it's the best, like i said i'd include that card on the lot with asus and evga, but the overvolting episode just puts the two ahead.
I wouldn't buy the pe if i had the money either i'd go for an evga ftw or asus dcuii top

That is some bullsh*t, you don't have a core clock of 1418 mhz stable, it's hard to have ~1300-1350 mhz stable, i can't see nothing with that pic.
On any thread you recommend the 670 gtx pe, just get it there are others as good and even better.
I won't discuss more, if he choose the 670 gtx pe, it's done, it won't make much difference to me, i just hate fanboys as if there was only that card and the rest is sh*t.
