Building a development linux server

I'm looking to develop on an ubuntu server and wanted to build my own server instead of renting one.

I'm aiming for a sub $600 budget for something like a Mac mini except in PC form.

I'm looking for an i3 (preferrably a low TDP "T" model) like the i3-3220T. I'm also aiming for 8GB of RAM and a 128GB Samsung 840 Pro SSD.

Can anyone recommend a small case, PSU, and motherboard that will fit all this in as tight of a space possible without compromising cooling significantly? I don't need any fancy features on a motherboard other than USB 3.0 port (at least 2) on the back panel.

This is something I'm considering to leave on 24/7.
